Ok everyone here is another one that needs all of our attention. Price BLM field office has released there DRMP. The Resource Management Plan (RMP) is a land use decision-making document that provides guidance for management decisions in a designated area. The plan is created through an open public process, utilizing the input from those who have an interest in these public lands, and the surrounding communities.
The Bureau of Land Management (BLM) has developed a new Resource Management Plan (RMP) for approximately 2.5 million acres of BLM-administered land in central Utah. The new plan, known as the Price Resource Management Plan, will cover the area previously covered by two plans, the Price River Resource Area Management Framework Plan and the San Rafael Resource Management Plan.
The purpose of the plan will be to establish guidance, objectives, policies, and management actions for public lands administered by the Price Field Office. The plan will be comprehensive The Price Field Office RMP/EIS presented five alternatives for managing the public and lands (BLM administered lands) and their resources, and analyzed the effects of each management approach on the human environment. None of these alternatives, however, addressed managing non-WSA lands with wilderness characteristics to protect the wilderness character. Consequently, this Supplement identifies those non-WSA lands the BLM has found to possess wilderness characteristics and analyzes a sixth alternative, Alternative E, that emphasizes managing all of those lands to preserve and protect their wilderness characteristics.in nature, and will resolve or address a wide variety of issues,
A Draft Supplemental EIS has been released for public review and comment (due by December 13, 2007).
There are many areas of concern in this RMP

SAN RAFAEL DRAFT RESOURCE MANAGEMENT PLAN RELEASED
(DRMP)
The Price BLM office has released the DRMP for the San Rafael Swell. The comment
period is now open and will close on
December 12, 2007.
If you enjoy riding the Temple Mountain Single Track System (Five Miles of Hell,
Red Trail, Orange Trail, Blue and
Green Trails), Devil's Race Track, Eva Conover, Eagle Canyon, Behind the Reef
and especially Chimney Rock, we need your
help.
The DRMP is VERY concerning in that it does not include a single trail as being
open in the Chimney Rock. That's right,
given all of the trails that the BLM has permitted race events on, they could
not find even a single inch of trail to
leave open in this area.
Background:
The BLM released the DRMP in July of 2004. We had some huge concerns about the
draft. It contained FOUR alternatives.
Our biggest concern was that none of the alternatives contained a travel plan
for the Chimney Rock area. Races have
been put on in this area for over 20 years. The Sage Riders spent $17,000 in
conducting level III arch studies in this
area. Chimney Rock is one of the best desert single track riding areas in the
State of Utah. The BLM could not find it
in their wisdom to have one of the four alternatives contain language for travel
plan for Chimney Rock. Alan, Scott and
I went to the BLM and told them about this. They stated that it was an oversight
( I believe intentional) and that the
FINAL RMP would contain a travel plan. They have never indicated to us what this
plan would look like or what trails
would be include. We were made a promise. I have some concerns in that this
promise was made to us with a different
administration. As it sits now, there will NOT be any trails open to ride in
Chimney Rock.
SUWA did not like the 2004 DRMP. So rather than working with the BLM, they filed
a lawsuit on the account that the BLM
failed to take into consideration WCs. This forced the BLM to back and make some
amendments to the DRMP.
We assumed that the BLM was going to fix the Chimney Rock travel portion of the
DRMP. This did not happen. The BLM left
the original four alternatives stand as is and they added another alternative,
which is alternative E. This alternative
does not include any travel plan for Chimney Rock. It takes away 200 miles of
the current San Rafael Travel Plan and it
adds approximately one million acres of land that has wilderness characteristics
(WCs). Any land with WCs will be
managed in a manner that will not foster multiple use and will hurt OHV access.
Needless to say alternative E is what
we need. I have personally gone out and inventoried one of the BLMs areas set
aside as having WCs. It is the big Janey
Levey "fudge factor" all over again. It is amazing the rationalization that goes
on to justify the WCs the BLM has
proposed.
Alan, Scott and I will be meeting with the BLM this week and will come up with a
game plan and some talking topics to
comment on. Stay tuned and we will get back with you.
Every letter WILL count.
