MOAB Travel Plan Concerns Ride
04/17/07 at 09:36:05

Dale Dale Bartholomew asked me to let people know about an IMPORTANT ride. Please if you can get involved and help Do So.

From Dale: Quote:
a week ago I sent out some e-mails about the Moab travel plan. Like I usually do it stirred some controversy. Some of the motorcycle groups really like the alternatives; I feel it is really bad for the ATV community. Sooooo I am planning a ride for a small group of people,(ATV riders) to take them out on the ground out of Green River to show them my concerns. I am contacting some of the ATV clubs and would like them to send someone to ride with me. Some of the trails are fairly difficult and we will need to cover about 80 miles. So we will need good riders that can keep up, climb steep hills go over 1 to 3 foot steeps, off camber etc. Right now I am planning on Friday May 11. If you could put this out on your atvutah.com it might be helpful. I will be keeping the group around 20 people. I am hoping that we can get the word out so people will know what they may loose if they don’t get involved. I would like those who would like to see for themselves, and there clubs first hand what is going on, so they can make some good comments to the Moab field office during the public comment period. To get in on this ride you need to call (PLEAA) Public Lands Equal Access Alliance
801-489-0083 we do not have any staff (we are all volunteers) you will go to an answering machine, leave your name, name of club you will represent, and contact info, phone# or e-mail. Or e-mail me at pleaa@msn.com put GREENRIVER in the subject line. This is going to be a working ride, we hope those who go, will take their clubs out so they all can understand how important this is and how much they need to be involved.
THANKS For All YOU Do

We've sent appox. the last 3 months in collabative meeting with the greenies and they think they are the only ones that know whats good for us.If i lived in Utah sure would be out in support.Just my .02 soap box

Everyone needs to get involved is this. I does not matter what you use to see this area OHM?ATV/4X4/SXS you could loose some of your favorite routes. If you don’t already know what you may loose GO and Check it out on the ground!!!! You will be surprised What you may loose.

Moab Field Office Draft Resource Management Plan and Environmental Impact Statement

The DRMP/DEIS presents four alternatives which take into consideration scoping comments received by other governmental agencies, public organizations, state, tribal entities and interested individuals. Public collaboration through the scoping process led to shaping of issues covering travel management, recreation, special designations, non-WSA lands with wilderness characteristics, minerals and other topics. The DRMP/DEIS analyzes alternatives to resolve management issues and determines management objectives and actions for BLM lands in the planning area.
During the 90-day public comment period, we will be holding public meetings to introduce the document and to collect public comments. Meetings will be held in Moab, Monticello and Salt Lake City, Utah, and in Grand Junction, Colorado. Check here for public meeting dates and locations. The comment period will conclude on November 30, 2007.

Seeing on the local news, a day or so ago our fine feathered freinds SUWA is already planning on law suits saying that the BLM isn't going near far enough with the Moab travel plan. My question is how is the best way to get involved? SUWA is extremly well organized. Our side not so much. Anyone out there have an exact battle plan? I wish I did, but I don't!  The hand writing is on the wall, We had better get some kind of a battle plan together though.

You may want to PM Vallysol (Dale) who is very up to date on the issue and has studied the areas involved.  Just showing up at the meetings and putting in your 2 cents worth is better than nothing.  I know that Kyle will be contacting Dale to get his input.  You may also want to contact the new leadership of USA-ALL and get their input on the issue and their ideas on how you can best battle this.  I got an alert from SUWA and they aren't happy about the comment period only being 90 days so apparently that time frame works to our benefit.  Without having more to go on at the moment, my first thought is we need to be to those meetings in the droves.....anyone and everyone we know that rides or uses that area needs to be contacted and encouraged to attend.  I told Kyle we need to get our club to drop what they have going and attend at least the meeting in SL although we'd also like to try to hit the one in Moab.

Anybody else got any ideas?

Not necessarily an "exact battle plan" but here are some suggestions.

Make your comments to BLM with reference to the "Preferred Alternative" (alternative C) and then identify what you think should be changed. It is most likely to be effective if you could identify some element of Alternative D (the pro-motorized alternative) that should be added into the preferred alternative. For example, tell BLM you think the plan for White Wash in "D" is better for you than the one in "C". The reason for this is that the analysis is already done for these elements, so there'll be less resistance to moving elements from one alternative to another.

Express your support for BLM's decision not to give further consideration to the "Red Rock Heritage Travel Plan."

My personal opinion is that, with the exception of the White Wash Dunes, open cross-coutry travel off established trails is and should be a thing of the past down there. Also, the BLM is probably right to protect riparian areas, though they should address the harm caused by grazing before they make a bigger issue of ATV use.

Other things you might want to think about:

ATVs need access to that portion of the old HWY 191 , including the new tunnel, in order to access Gemini Bridges trail from the east side campground and trails.

Possibly object to managing the Porcupine Rim trail for nonmotorized use only.

Maybe express support for developing a separate mountain bike singletrack on Poison Spider Mesa, while keeping the existing motorized route, including important obstacle bypasses. Is losing the 1.5 mile spur trail on the intermediate bench to the left off P.S. a big deal?

Look at whether to support creating the Dee Pass motorized Special Recreation Management Area SRMA mentioned in alternative D.

Need to look closely at what's planned for Ten Mile Wash. Oppose the Ecol Study and Focus area proposed in Alternative B.

I'm concerned about the Klondike Bluffs and Bar M Mtn Biking focus areas in Alt. C. Does leaving only the Copper Ridge Jeep trail provide sufficient ATV opportunities. What about the Sovereign Trail?? Needs more research, but I'm concerned that ATVs are getting the squeeze here.

Support the Cameo Cliffs SRMA in alternative C.

I could go on and on. The main point is that, for the purposes of ATV users, we need to very closely examine the alternative tables under the "Recreation" Heading in the RMP document.

Generally, this won't make too many changes in the way my family uses the Moab area, except for what I've identified above. I think its a pretty good plan, but needs some adjustment of balance. The BLM has made way too much of the ptotential for conflicts among different types of recreation users. Their conflict analysis should be rooted in something solid, like user safety, or capacity of the area, or damage to the land from excessive use, rather than mere distaste of one group for another group's use.

soap box
Ok everyone here is another one that needs all of our attention. Price BLM field office has released there DRMP. The Resource Management Plan (RMP) is a land use decision-making document that provides guidance for management decisions in a designated area. The plan is created through an open public process, utilizing the input from those who have an interest in these public lands, and the surrounding communities.
The Bureau of Land Management (BLM) has developed a new Resource Management Plan (RMP) for approximately 2.5 million acres of BLM-administered land in central Utah.  The new plan, known as the Price Resource Management Plan, will cover the area previously covered by two plans, the Price River Resource Area Management Framework Plan and the San Rafael Resource Management Plan.
The purpose of the plan will be to establish guidance, objectives, policies, and management actions for public lands administered by the Price Field Office. The plan will be comprehensive The Price Field Office RMP/EIS presented five alternatives for managing the public  and lands (BLM administered lands) and their resources, and analyzed the effects of each management approach on the human environment. None of these alternatives, however, addressed managing non-WSA lands with wilderness characteristics to protect the wilderness character. Consequently, this Supplement identifies those non-WSA lands the BLM has found to possess wilderness characteristics and analyzes a sixth alternative, Alternative E, that emphasizes managing all of those lands to preserve and protect their wilderness characteristics.in nature, and will resolve or address a wide variety of issues,
A Draft Supplemental EIS has been released for public review and comment (due by December 13, 2007).
There are many areas of concern in this RMP

for more information. To start you may want to go to the maps and look at OHV Route Designations Maps 2-54, 2-55, 2-56. Look at OHV area Designations maps 2-12, 2-13, 2-14, 2-15, 2-16. Also look at Special Recreation Management areas, Maps 2-17, 2-18, 2-19, 2-20, 2-21.
If you thought that Moab Field office’s maps are of pour quality you will really like these. Please take some time to look over this RMP and make comments. Don’t forget Moab’s RMP.
PLEASE TAKE SOME TIME AND COMMENT THE OHV COMMUNITY NEEDS TO BE INVOLVED IN THIS!!!!

Here is another prospective

Please forward this to your e-mail lists:

SAN RAFAEL DRAFT RESOURCE MANAGEMENT PLAN RELEASED

(DRMP)

The Price BLM office has released the DRMP for the San Rafael Swell. The comment
period is now open and will close on
December 12, 2007.

If you enjoy riding the Temple Mountain Single Track System (Five Miles of Hell,
Red Trail, Orange Trail, Blue and
Green Trails), Devil's Race Track, Eva Conover, Eagle Canyon, Behind the Reef
and especially Chimney Rock, we need your
help.

The DRMP is VERY concerning in that it does not include a single trail as being
open in the Chimney Rock. That's right,
given all of the trails that the BLM has permitted race events on, they could
not find even a single inch of trail to
leave open in this area.

Background:

The BLM released the DRMP in July of 2004. We had some huge concerns about the
draft. It contained FOUR alternatives.
Our biggest concern was that none of the alternatives contained a travel plan
for the Chimney Rock area. Races have
been put on in this area for over 20 years. The Sage Riders spent $17,000 in
conducting level III arch studies in this
area. Chimney Rock is one of the best desert single track riding areas in the
State of Utah. The BLM could not find it
in their wisdom to have one of the four alternatives contain language for travel
plan for Chimney Rock. Alan, Scott and
I went to the BLM and told them about this. They stated that it was an oversight
( I believe intentional) and that the
FINAL RMP would contain a travel plan. They have never indicated to us what this
plan would look like or what trails
would be include. We were made a promise. I have some concerns in that this
promise was made to us with a different
administration. As it sits now, there will NOT be any trails open to ride in
Chimney Rock.

SUWA did not like the 2004 DRMP. So rather than working with the BLM, they filed
a lawsuit on the account that the BLM
failed to take into consideration WCs. This forced the BLM to back and make some
amendments to the DRMP.

We assumed that the BLM was going to fix the Chimney Rock travel portion of the
DRMP. This did not happen. The BLM left
the original four alternatives stand as is and they added another alternative,
which is alternative E. This alternative
does not include any travel plan for Chimney Rock. It takes away 200 miles of
the current San Rafael Travel Plan and it
adds approximately one million acres of land that has wilderness characteristics
(WCs). Any land with WCs will be
managed in a manner that will not foster multiple use and will hurt OHV access.
Needless to say alternative E is what
we need. I have personally gone out and inventoried one of the BLMs areas set
aside as having WCs. It is the big Janey
Levey "fudge factor" all over again. It is amazing the rationalization that goes
on to justify the WCs the BLM has
proposed.

Alan, Scott and I will be meeting with the BLM this week and will come up with a
game plan and some talking topics to
comment on. Stay tuned and we will get back with you.

Every letter WILL count.

Sunday At Your Leisure did a nice story on what is at stake in Moab! At the best from what I got viewing their story is (By the BLM's babe being interviewed)  at the best we lose 50% Plus of the current routes.  She does comfort us by saying it is not so bad though In her own words "it just sounds like a lot"

Flipper,

The comment period goes until the end of November I believe.  There was a meeting Tues night in Moab, and there is another one in SLC on October 3.  These meetings are to get imput from the public.  If you go back up to Vallysol's comment above there is a link to the BLM site with more info.  USA-ALL also has some useful links.
