A Reminder For Everyone
Beginning Jan. 1, 2023, Utah will require ALL OHV operators to complete the Utah Off-Highway Vehicle Education Course.

Operators under the age of 18 shall possess a youth OHV education certificate in order to operate an OHV on public land, road or trail.
Operators 18 years of age or older may operate an OHV if they possess an approved adult OHV education certificate.

Youth ATV/Motorcycle and Snowmobile Certification
To help ensure the safety of all riders, Utah law allows anyone under 18 years of age can operate an OHV on public land if they are:

Able to reach and operate each control necessary to safely operate the off-highway vehicle and;
Have in their possession an OHV education certificate or a valid Driver’s License and;
Under direct adult supervision
The online youth education course fee is $30 per student and you only need to pass it once. Once you pass, you can print out a temporary operator license that will be valid immediately. You will receive your permanent license in the mail.

The OHV certification covers all-terrain vehicles (ATVs), off-highway motorcycles (OHMs), and side-by-side ATVs (type II ATVs or UTVs), and the snowmobile certification covers only snowmobiles.

These education classes help keep you safe by teaching necessary skills, such as:

Safe riding
Proper machine sizing
Weight distribution
Responsible and ethical riding
Proper handling and shifting
Riding within your ability

Oh that podcast disappointed me even more... this is offroad advocates getting the legislation passed?  I get that they want to show that we're responsible, but if they think that's going to stop SUWA, or stop localities like MOAB listening to SUWA, they're smoking the good stuff.   I think this may end up just being more restriction and legislation, with no benefit as a result.    Undecided

Wait, I just read the bill... now OHVs have to have license plates, even if not street-legal?   Oh geez....

Correct. Except farm machines and snowmobiles, you must register again this year to get the plate:

Beginning January 1, 2023, off-highway vehicles (excluding motorcycles and snowmobiles) will require a license plate. See House Bill 180 for more information.

If you are a Utah resident, you can obtain your off-highway vehicle (OHV) registration from the Utah Division of Motor Vehicles. The cost is $35, or $22 for snowmobiles.

What I meant to add, but then the forums shut down for the night, is that he said it himself - SUWA has never, ever been interested in sitting down and working with offroaders.  They take by incrementalism.  Giving in this little bit isn't going to stop them in any way from trying to take more.

Hopefully, though, I'm wrong, and the vision of preventing harm via education and enforcing current regulations via license plates does give the SUWAtards less ammo.

I do disagree entirely with one thing he said - "We're not asking for any more trails."  Speak for yourself mister, I want WAY more trails.   Grin

I'm not really sure reading that bill... but I THINK that when you apply with the Utah DMV for your yearly OHV sticker, I believe they will issue you a license plate as well.  You still need the education/certification ONCE in your lifetime.

Logged in to the Utah Division of Outdoor Recreation Site this morning and took the test.  Easy.  Tells you if you answered wrong so you can mark the correct answer.  Make sure you register first.  You can print or download your card after you submit at the end.
Now to apply for non-resident OHV permit.  Looks like they are only sold online now.  Still not clear to me (as a non-resident) if I get both a sticker and a plate or if the plate is only for residents.
